National EHR Mandate Heidi Babcock-Marvin Ohio University National EHR Mandate An electronic health record (EHR) defines as the permissible patient record created in hospitals that serve as the data source for all health records. It is an electronic version of a paper chart that includes the patient’s medical history, maintained by the provider over time, and may include all of the key administrative clinical data relevant to that persons care. Information that is readily available includes information such as demographics, progress notes, allergies, medications, vital signs, past medical history, immunizations, laboratory data, radiology reports. Participation can begin as early as 2011. Eligible professionals and hospitals can receive up to $44,000 over five years under the Medicare EHR Incentive Program. There is an additional incentive for eligible professionals and hospitals that provide services in a Health Professional Shortage Area (HSPA). In order to receive the maximum incentive payment, Medicare eligible professionals must begin participation by 2012. Health care professionals and hospitals that do not meet the requirements by 2015 will be subject to a decrease in reimbursement (CMS, 2011). The Medicaid EHR Incentive Program will provide incentive payments to eligible professionals and eligible hospitals as they adopt, implement, upgrade, or demonstrate meaningful use of certified EHR technology in their first year of participation and demonstrate meaningful use for up to five remaining participation years. The Medicaid EHR Incentive Program is voluntarily offered by individual states and territories and may begin as early as 2011, depending on the state. Eligible professionals can receive up to $63,750 over the six years that they choose to participate in the program.
